"Meter started before shopping got put in"

Called central for taxi to get disabled mum and self I am autistic a lift from Asda to home to transport food shopping. Driver started meter before shopping got put in cab. I'm pretty sure the meter starts when you actually go in taxi and journey starts. Completely unacceptable and drivers that do this should be made accountable and given a warning. I have cab number and would like awareness highlighted in taxis in big writing that this is not allowed and action should be taken.
